PT Wira Karya Sakti (PT WKS) --- anak group perusahaan Sinar Mas Group di sektor Hutan Tanaman Industri (HTI) ---- yang menyuplai bahan baku ke PT Lontar Papyrus Pulp & Paper Industry (PT LPPI) --- anak group raksasa bubur kertas Asia Pulp & Paper (APP) --- sedang melakukan proses ekspansi perluasan kawasan besar-besaran. Sekitar 100,000 hektar lebih kawasan eks Hak Pengusahaan Hutan (HPH) akan dijadikan areal HTI baru dibawah Sinar Mas Group.

PT Wira Karya Sakti (PT WKS) is an industrial timber plantation company which belongs to the Sinar Mas Group. It provides the raw material for PT Lontar Papyrus Pulp & Paper Industry (PT PPI), part of the giant paper pulp conglomerate Asia Pulp & Paper (APP) which is currently greatly expanding its area of operations. More than 100,000 hectares of forest land which was previously logging concessions will become part of the Sinar Mas Group’s industrial timber plantation.

Sebelumnya PT WKS telah mendapatkan hak kelola kawasan eks PT IFA seluas 38,000 hektar. Ternyata, tak cukup hanya itu, PT WKS kemudian juga mengambil kawasan eks PT Sadarnilla dan PT Lokarahayu --- yang dikelola PT Inhutani V ---- seluas 65,000 hektar. Alasan PT WKS adalah kawasan tersebut merupakan lahan terlantar, areal kritis dan menjadi arena operasi illegal logging.

Some time ago, PT WKS took over 38,000ha which used to be a logging concession granted to PT IFA. Apparently this was not enough: PT WKS also has also taken over 65,000 ha of concessions which had belonged to PT Sadarnilla and PT Lokarahayu and were then controlled by the state-owned company PT Inhutani V. PT WKS justifies its expansion by saying this is abandoned, neglected, ‘critical land’ where illegal logging is taking place.

Sebenarnya, PT WKS sendiri telah mempunyai kawasan HTI seluas 190,000 hektar, yang sampai sekarang hanya sekitar 120,000 hektar saja yang ditanami oleh mereka. Sedangkan sisanya, menjadi kawasan terlantar dan kritis.

In fact, PT WKS already controls a 190,000ha industrial timber concession, but has only planted 120,000ha of this. Meanwhile, the remaining land has been left to become infertile.

Kalau kemudian, PT WKS terus mendapatkan izin untuk perluasan kawasan, maka total luasan HTI PT WKS menjadi lebih dari 290,000 hektar. Dan luasan konsesi ini melebihi luas satu kabupaten di propinsi Jambi.

If PT WKS’s application to extend its concession is successful, it will control a total of 290,000 ha. This is more than the area of some whole districts in the province of Jambi.

Kami memandang :
It is our opinion that:

a. Sebenarnya, luas kawasan konsesi awal PT WKS sebesar 190,000 hektar kalau dikelola dengan baik dan diatur dengan kebijakan yang sehat, akan cukup untuk mensuplai bahan baku yang dibutuhkan oleh PT LPPI sebesar 2,6 juta meter kubik/tahun. Artinya, praktek perluasan kawasan HTI PT WKS tak lebih dari sekedar siasat untuk mengeksploitasi kayu alam. Dan ini juga merupakan siasat menutupi kebobrokan pengelolaan HTI sebelumnya. Sebagai catatan, HTI PT WKS, saat sekarang, hanya mampu mensuplai sekitar 30% kebutuhan PT LPPI.

a. If PT WKS managed its 190,000ha properly, in a productive way, this area would be sufficient to meet PT LPPI’s demand for raw materials of 2.6 million cubic metres/year. PT WKS’s proposed expansion is nothing more than an excuse to exploit natural forest for timber. It is also an excuse to cover up the mismanagement of the former logging concession. Note that, right now, PT WKS can only supply about 30% of what PT LPPI’s pulp plant needs.

b. Di areal konsesi PT WKS seluas 190,000 hektar telah terjadi lebih dari 150 konflik agraria dan konflik sosial dengan masyarakat adat dan masyarakat lokal. Di areal konsesi yang baru, beberapa kawasan desa masuk dalam kawasan konsesi tersebut, seperti Desa Lubuk Kambing, Rantau Gedang, Sungai Rengas, Sungai Bengkal serta Desa Kembang Sri. Ini akan kembali memicu potensi konflik baru. Padahal sampai sekarang PT WKS tidak mempunyai konsep resolusi konflik yang berbasiskan pada hak-hak masyarakat. Dalam catatan yang ada, praktek yang dilakukan dalam resolusi konflik mengedepankan cara-cara intimidasi, refressi serta kolusi dengan pemerintah.

b. PT WKS’s 190,000ha concession has already become the focus of over 150 conflicts over land and social conflicts between indigenous and local communities. Several villages are located in the new concession area, including Lubuk Kambing, Rantau Gedang, Sungai Rengas, Sungai Bengkal and Kembang Sri. These are potential sites for new conflicts. However, as yet, PT WKS has no concept of conflict resolution which is based on communities’ rights. Reports show that its methods of resolving conflicts have predominantly been various forms of intimidation, repressions and collusion with the government.

c. Hasil investigasi kami membuktikan, eks HPH PT Sadarnila dan PT Lokarahayu masih memiliki potensi kayu sebesar 40-50 meter kubik/ha --- kalau dijadikan bahan baku serpih potensinya menjadi 120 metrik ton/hektar. Padahal persyaratan satu kawasan menjadi HTI adalah kawasan kritis dan potensi kayunya dibawah 20 meter kubik/ha.

c. Our investigations prove that the former concessions of PT Sadarnila and PT Lokarahayu are still forested, with the potential to extract 40-50 cubic metres/hectare. However, the criteria for turning an area into an industrial timber plantation are that it must be unused/exposed to erosion (kritis) with less than 20 cubic metres of timber per hectare remaining.


Untuk itu, kami menuntut agar izin perluasan kawasan PT Wira Karya Sakti (PT WKS) di eks HPH PT Sadarnilla dan PT Loka Rahayu, Jambi DICABUT.

We therefore demand that the permit for the extension of the concession area of PT Wira Karya Sakti (PT WKS) into the former logging concessions of PT Sadarnilla and PT Loka Rahayu in Jambi ARE WITHDRAWN.
